Economic dislocations of war are readily backfilled by a profitable and highly destructive drug trade. War-torn Afghanistan remains the world's top producer of opium and heroin. What is portrayed in the free world as a "war on drugs" is, at best, no more than drug licensing.

"Hundreds and hundreds of millions of dollars we've spent on crop eradication has not done any damage to the Taliban. On the contrary, it's helped them recruit," Mr. Holbrooke said. "In my experience," the US diplomat and negotiator said, "this is the least effective program ever."
